Ian Gavet - Director of the Employment & Equal Opportunities Service

Ian is an internationally experienced leader with more than 14 years of experience in local government at the service lead / Director level, and Director of the Service since March 2025.

He has a proven record of strategic leadership, human resource management in the employer context (including negotiations, conciliation, and tribunals), organisational change, business turnaround, people, asset, and financial management.


Sarah Dicker - Advice, Conciliation & Enforcement Manager

Sarah has worked in HR related roles for nearly 18 years and is an Associate member of the Chartered Institute of Personnel and Development. Sarah was appointed to the role of Advice and Conciliation Officer in 2022 and Manager in 2025. She has embraced the transition from the Employment Relations Service to the Employment and Equal Opportunities Service and is committed to supporting people with employment and discrimination matters.

Anaёlle France - Advice, Conciliation & Enforcement Officer

Anaёlle worked in Guernsey as a Social Worker for over 7 years. This experience has provided her with significant transferable skills to enable her to carry out her duties as an Advice, Conciliation & Enforcement Officer. Anaёlle has a sound knowledge around disability, carer status and other difficulties people might encounter on a day-to-day life. She has a non-judgemental approach and active listening skills which she believes are an asset.

Anaёlle feels privileged to work for EEOS as an Advice and Conciliation Officer. She is passionate about advising employees and employers in order to promote positive working relationships and good practice. Anaёlle is a fervent believer that no one should be experiencing discrimination, and she endeavours to support members of the public with the aim to reduce and prevent discrimination in terms of employment or the service they receive in the Community.


Alix Coubrough-Barnett - Advice, Conciliation & Enforcement Officer

Alix’s career has been largely dedicated to working with and on behalf of children and young people within the fields of education and safeguarding. As a qualified and experienced teacher and trainer specialising in Additional Learning Needs, Alix brings a strong commitment to inclusive practice. This inclusive approach aligns closely with their role as an Advice, Conciliation and Enforcement Officer at the EEOS, where they continue to champion non‑discriminatory practices across the Bailiwick and provide informed guidance and support to individuals experiencing challenges in employment, education, or in the provision of goods and services.
